Youth Access & Prevention
Studies show that most adult smokers began using tobacco by age 18. Preventing young people from beginning to use tobacco is critical to reduce the long-term health impacts of tobacco.
Compliance Testing Local retailers licensed to sell tobacco products are routinely tested by underage youth operatives to ensure tobacco is not being sold to minors (under age 18), according to Washington State Law (RCW 70.155). Cashiers and retailers caught selling tobacco to minors must each pay a fine to the Washington State Liquor Control Board.
Materials are available to help store owners train cashiers how to comply with the law. The Its Up to Me to Check ID (pdf) brochure provides tips about checking identification and details about compliance procedures and fines.
Spokane Teens Against Tobacco (STAT) A peer education group made up of local teens from high schools all over Spokane County. Spokane Teens Against Tobacco:
- Educate other teens and younger students on the dangers of tobacco use
- Learn how to be effective tobacco control advocates for a tobacco-free community
- Participate in special activities throughout the school year including the Great American Smokeout, Kick Butts Day and World No Tobacco Day.
- Provide a teen perspective on tobacco for the local media, public officials and others

Classroom Resources A variety of tools are available for local teachers interested in educating their students (K-12) about the health, economic, and social impacts of tobacco use. Tools include curriculums, videos, fact sheets and a speaker’s bureau. Call 324-1553.
Speakers Bureau Health educators, teens, and individuals willing to share their experiences with tobacco are available to give presentations in classrooms, to community groups, and at conferences.
